Oklahoma Missing Persons Clearinghouse.

The Oklahoma Missing Person Clearinghouse assists law enforcement agencies and families of missing persons with available resources to help locate missing persons.  The Clearinghouse is maintained within the Crimes Information Unit of the OSBI’s Investigative Services Division and is the state liaison with the National Center for Missing and Exploited Children (NCMEC). Additional units closely involved are the OSBI's Cold Case and Victims Services Units, the OSBI Forensic Science Center, and several partnering agencies pictured below.

In November 2019, the Oklahoma Legislature passed Francine’s Law which redefined the definition of a missing person and mandated the entry of that missing person into the National Missing and Unidentified Persons System (NamUs) within 30 days.  For more information on Francine Frost and Francine’s Law go to the “Francine's Law" section.

To request information, assistance, or to provide feedback on the Missing Persons Program please contact the Oklahoma Missing Persons Coordinator at (800) 522-8017 or email at okmissing@osbi.ok.gov.

To report a missing person, contact your local law enforcement agency to file an official missing person report and have a missing person entry made into the National Crimes Information Center (NCIC) database.

James was last known to be in Tonkawa on September 4, 2021. On September 15, 2021, James’ sister called the Tonkawa Police Department to report that she had not heard from her sister since September 4. James’ white Dodge Charger was found abandoned on I-35 at mile marker 179, three miles north of the Stillwater exit. She was wearing an orange shirt with a Nike emblem on it and black sweatpants.
